I bought this USB 3.0 2TB drive to store Xbox One games instead of downloading them each time.

However, when I attempted to use the drive the Xbox One reported the following error: "0x80bd003b".

This error reports that the Xbox One finds the drive too slow and does not recognize it as a USB 3.0 device.
